It can sound like you're speeding, but if you're not, they'll just follow you from a distance until you inevitably make a mistake, and then pull you over. Then they'll say, "did you know I was following you??" because they just can't believe you weren't speeding, and then you could think to yourself, "well, I wouldn't have [enter infraction here] if I knew you were following me", but decide against saying it out out loud because the cop has a chip on his shoulder...and you know you aren't running cats All hypothetical of course...
